This print is a visual metaphor for India breaking away from England and gaining independence.
The scooter theme was inspired by the Los Vesparados exhibit. The two featured scooters are the 1919 ABC Skootamota and the 1917 Autoped, which didn't have brakes! Technically, Queen Victoria didn't live to see either of these, but if she had, she certainly would have ridden with a Royal Scooter Squadron.
